JOB TITLE: ACCOUNTANT SUPERVISOR
SALARY RANGE: $57,916 - $86,874
LOCATION: FINANCE
Accountant Supervisor – General Ledger, Grants and Cash Management
Summary: Under the general supervision of the Finance Manager, responsible for the operations of grant administration, general ledger maintenance and cash flow management, bank reconciliation, ensuring that all transactions have been properly accounted for and accurately and completely reflected on the book and will supervise these area accountants.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Responsible for supervision of the Accountant I and Accountant II Performs grant related functions including budget and expense analysis, reviews all invoices and contracts, financial reporting, grant reconciliations and monitoring.
Reviews actual revenue and expenses and provides supporting documentations.
Responsible for recording daily transactions, including incoming and outgoing cash transactions, and reviewing general ledger to ensure accuracy and completeness.
Ensures all expenses are coded according to funding source schedule.
Maintains electronic filing of all drawdown and funding letters.
Maintains accountability of grants and ELOCCS draws.
Reviews the accuracy of all DHA bank reconciliations and cash balances worksheet.
Reviews HCV Family Self-Sufficiency balances and makes necessary adjustments and cash transfers.
Performs various online bank transaction as well as check processing and cancellation.
Reconciles intercompany transactions timely and accurately, and makes necessary transfers between accounts.
Reviews and reconciles utility consumption report Reviews third party management company’s monthly reports and responsible for entering all transactions in timely manner.
Records monthly fees for various programs and maintain backup data for the same.
Interprets, understands and explains complex agreements such as: Limited Partners, Trust, Bonds, etc.
Follows all accounting guidance to record accounting transactions relating to the agreements.
Enters annual journal entries to book revenues and fixed assets related transactions.
Reconciles complex transactions and financial activities according to policies, reviews and investigates financial and accounting records.
Assists Controller with preparation of Financial Statements.
Manages daily and monthly treasury operations Provide internal monthly and quarterly reports for grants and DHA properties.
Provide assistance for preparation of Section 8 VMS reporting.
Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff.
Enthusiastically promotes the President/CEO’s priorities for the operations of DHA.
Performs other duties as assigned or required.
Knowledge and Skills: Knowledge of DHA organization, operations, policies and procedures.
Knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies.
Knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Principles related to public sector financial administration.
Knowledge of Federal and state grant and special fund accounting regulations, procedures, and accountability standards.
Knowledge of personnel rules and budgeting systems.
Knowledge of the principles of record keeping and records management.
Knowledge of business and personal computers, and spreadsheet software applications with emphasis on MS Office, Outlook, Word and Excel.
Knowledge of general office equipment including 10-key adding machines, copy machines, fax machines and scanners.
Skill in understanding, interpreting and applying accounting standards and procedures, and applicable Federal rules and regulations.
Skill in the analysis and application of accounting principles and standards.
Skill in assessing and prioritizing multiple tasks, projects and demands Skill in reviewing and performing mathematical calculations.
Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with other DHA staff.
Skill in effective communication, both verbal and written and operating with strong organizational skills.
Skill in interacting with people of different social, economic, and ethnic backgrounds.
Skill in multi-tasking and being detail oriented.
Physical Demands: Must be able to lift/carry up to 10 pounds.
MINIMUM QUALIFICATIONS Bachelor’s degree in Accounting, Business Administration or a related field and four (4) years of accounting and supervisory experience OR an equivalent combination of education and experience.
