Overview:
The Economic Development Manager- International Business Development will focus on international outreach activities to promote Dallas as a global location for new or expanding businesses, as well as the retention of those already located in the City, and strengthens its relationship with site selectors, developers, and international business development partners.
This, in turn, contributes to the City's economic development, an increase of the City's tax base and the increase and retention of jobs
Essential Functions
Solicits and responds to economic development proposals, with particular focus on international businesses
Work with private sector and city, county and state government officials
Develop collaborative partnerships with domestic and global businesses and community organizations, particularly those with an international focus, and represent the City at various local international functions
Develop targeted international economic development strategies and generate appropriate materials to communicate these strategies
Negotiates development contracts
Working knowledge of real estate and business development
Project management on all projects assigned
Ability to communicate and conduct presentations to various audiences
Able to meet deadlines, prioritize and organize projects/assignments
Must exercise sound judgment, tact, creativity, resourcefulness, and leadership
Minimum Qualifications
Education:
Master’s degree or bachelor’s degree from a four-year accredited college with an emphasis on any or several of the following: Urban Planning, Public Administration, Economic Development, Real Estate Development, Economics, Business Management, GIS, Finance/Accounting, and/or International Business.
Experience:
A minimum of six (6) years of progressive public or private working experience in roles that demonstrate a proven ability to manage multiple projects, communicate effectively, develop partnerships, overcome obstacles, close deals, and a strong understanding of economic development.
A minimum of three (3) years of specific experience in municipal economic development and incentive tools (tax increment funding districts, public improvement districts, municipal management districts, affordable housing requirements, HUD 108 loans, public / private partnership 380 grans/loans, tax abatements, tax rebates, New Markets Tax Credits and/or PACE), mixed-use development and redevelopment, deed restrictions, zoning, project management, investment underwriting.
Experience with Salesforce, ArcGISI, LOCI, Census data desirable, proficiency with Microsoft Office and Legistar desirable.
Specific experience with international economic development preferred.

Knowledge of urban planning laws, zoning, principles, and designs.
Ability to use independent judgment in decision-making.
Ability to interpret, understand and communication the Texas Open Meeting Law and Texas Tax Codes
Ability to promote the City of Dallas in a positive manner
Ability to manage multiple projects at a time.
Ability to provide thorough and accurate analysis.
Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
Working Conditions and Hazards: works in normal office conditions
Fluency in at least one language other than English is preferred.
