Job Summary:
The Engineering & Maintenance Manager reports to the Plant Manager and is responsible for developing, implementing, and measuring critical maintenance (mechanical, electrical, & DCS) and engineering processes / programs at the Forest Park facility.
Accountable for the implementation of maintenance and engineering best practices in order to ensure the facility reaches and maintains the established EHS, reliability, and performance standards.
Responsible for: Managing the maintenance workforce to ensure that the proper skill levels and performance standards are set and maintained in a continuous improvement environment; managing the maintenance and capital budgets; overseeing maintenance / project contractors and the overall PSM contractor program; and preparing / implementing projects with clear objectives that follow safety, quality, time, and cost guidelines.
Responsible for: Development of the CMMS system.
Identifying and creating site assets in the system following a hierarchy-based approach.
Developing and implementing preventive/predictive maintenance plan(s).
Responsibilities:
Organize maintenance to manage and address EHS, Quality, and daily maintenance issues effectively, as well as the PM program.
Work with the Forest Park management team to establish mechanisms for measuring equipment reliability and its impact on operations; managing the process to improve results continuously.

Execute defined capital plan by completing assigned projects on schedule and within budget.
Responsible for the capital budget management, as well as for the capital planning, CAR submission, reporting, and all other project related activities.

Implement preventive and predictive maintenance as required by PSM , legal requirements, ISO9000 and sound engineering and business practices.
Establish, monitor, and measure maintenance objectives for continuous improvement, as well as managing and reducing costs.

Manage the site utilities, including the Hot Oil Heaters, Steam Boilers, Thermal Oxidizer and fire protection systems, with a focus on maximizing reliability, meeting all permit / EHS requirements, and reducing costs

Coordinate onsite contractors and manage the overall contractor program.

Provide technical / engineering support to maintenance and unit operations including maintenance, troubleshooting and improvements to the DCS control system

Required Skills
Bachelor’s degree in Mechanical, Chemical, Electrical or Industrial Engineer (or equivalent industry experience).
Five or more years of experience in Maintenance and Engineering at the plant level, with a strong background in Engineering and Maintenance management preferably in a chemical plant environment; background in capital projects management; background in E&I, with PLC experience; strong background in EHS and PSM; demonstrated success in leading continuous improvement in a team environment; excellent interpersonal skills, strong team player, independent worker requiring minimal day-to-day direction or oversight.
